You go to the Indigo Plateau and beat the Elite Four. Congratulations, now you move to the next region Kanto by using the S.S Anne. You will face new eight leaders here. Finally, you can access the holy Mt. Silver.
And the Pokemon Crystal World will tell you another story. When collecting all eight badges, you go to the Indigo Plateau, but there is a man who blocks the gate. He said that if you cannot get the eight badges in Kanto region, he will not open the gate. So, you have to go to Kanto and collect all the eight badges.
